This project was one of the first to follow the Ontario Government's policy of design/build to create new facilities. Moriyama & Teshima's task was to provide a schematic design for a subsequent design/build proposal call, helping ensure that the quality of the design would be carried through to completion.
The design supports the Ministry's goal of contributing to Ontario's environmental, social, and economic well-being through sustainable development, proposing solutions which are environmentally conscious yet cost-effective.
The public garden, built in 1996, is an example of a landscaping approach which respects existing natural features and ecological conditions. Assemblies of rock, gravels, and native wetland plants, reminiscent of shorelines of the Great Lakes, edge the large pond. Indigenous plant materials reduce the need for extensive irrigation during summer months.
